Overview

The GARVEE Transportation Program is a funding program that allows Idaho to plan, design and build more highway projects in less time than through traditional transportation funding methods. It uses Grant Anticipation Revenue Vehicle (GARVEE) bonds to fund critical improvements in six transportation corridors throughout the state.

In July 2006, the Idaho Transportation Board authorized a contract with URS-Washington Division and CH2M HILL — together known as Connecting Idaho Partners — to manage the projects funded with GARVEE bonds.

In November 2006, the Idaho Transportation Board recommended $998 million in GARVEE bonds to be brought to the Idaho Legislature. The $998 million is planned to be approved in installments of approximately $200 million. The first installment, $200 million, was approved in the 2006 legislative session. Another $250 million was approved in the 2007 session, and $134 million was approved in the 2008 session. Most recently, $82 million was approved during the 2009 legislative session.
